[UIMA-5616] DUCC (CLI) ducc_status command should get host and port from ducc.properties

Description

ducc_status should use ducc.head and ducc.ws.port from ducc.properties if target is not specified. Currently it uses hard-coded values "localhost" and "42133" respectively.
