UIMA-DUCC: JP does not send FailedInitialization status to an agent

      Description

      For DD jobs, a JP is not communicating to an agent correct state when there is an initialization failure. Instead of sending FailedInitialization, the JP sends Stopping. In such case, an agent does not set reason for failure and a job does not end quickly. Instead, the OR keeps asking for new JPs to start.

        Modified DD based JP to send FailedInitialization state if the JP fails to initialize. Also modified agent to set reason=FailedInitialization if non-AP process state=Starting and such process terminates on its own.
