[UIMA-5215] DUCC: on process launch failure agent should set reason to content of stderr

Description

When duccling fails to launch a process (due to bad log dir for example), currently an agent sets reason=Croaked hiding the real cause of the failure. Instead, agent should check stderr and if there is anything there, it should use it to populate the reason. The WS and OR should be checked if there is any dependency on word "Croaked" to make display decisions.
