[UIMA-4994] Some DUCC administration scripts do not handle errors well

Description

If ducc_post_install fails creating the database rerunning it doesn't help.
ducc_post_install and build_duccling must be run from the admin folder but don't enforce it.
For safety should require start_ducc & stop_ducc to be run from the head node
