[UIMA-4462] DUCC JP should notify Agent before terminating due to WI error

Description

When a JP terminates itself due to WI error its agent marks the JP as Croaked. DUCC code in the JP knows that the WI failed. It should send a notification to its Agent that it is stopping due to exceeded threshold. The Agent should set the state of the process to Stopped with reason ExceededErrorThreshold
