DUCC needs a file for private configuration data

    Description

      Create file admin/ducc.private.properties to contain private DUCC data, initially ducc.ws.port.ssl.pw=<value>.

      Employ DuccPropertiesResolver to merge ducc.properties and admin/ducc.private.properties, the latter taking precedence.
