[UIMA-3807] JCasHashMap tests incorrect for 4 cores

Description

Tests pass for 8 and 32 core machines, but failed for 4 core. Change tests (and the JCasHashMap code) to allow the test case to test different assumptions on the number of cores, on a single machine.
