[UIMA-3799] avoid out-of-memory due to too many threads in test cases

Description

Some tests are written to run with 10 * the number of cores. For machines having 32 or 64 cores, this causes out-of-memory condition for the tests. Limit the number of threads to something like 50 to avoid this.
