[UIMA-1844] add exclude for release.properties to those poms that override the default apache-rat-plugin configuration of excludes

Description

The rat plugin by default excludes the release.properties generated file (generated by the release plugin) from its source-header-checks. If a project, however, overrides this configuration (typically because it has other things to exclude), this default is lost. Fix is to add this default to all sets of overriding excludes.
