Description

In order to improve performance and produce custom routing rules, current implementation of the CAS filters should be overhauled.

goals:
1. Filters on CasConsumer, avoid passing unsuitable artifacts and annotations, somewhat implemented right now , lots of issues
2. Filters on CasProcessor, avoid unnecessary processing if suitable annotations already present, like read from cache by a CollectionReader.
