[UIMA-1268] Pear installer can't detect encoding of UTF-8 XML file

Description

The pear installer needs to detect file encoding for the $main_root replacement it's doing. This does not work for at least one xml file I have, for no reason that I'm able to determine. Instead of falling back on some default and try with that, the pear installer just bombs.
