the specification one can find at http://www.osoa.org/download/attachments/35/SCA_ClientAndImplementationModelforCpp_V0.95.pdf?version=1 says that "Clients accessing a scoped service will get a service instance according to scope." but in the implementation, services can't be scopes, implementation can be.
