Description

1) on config change, if TS hasn't detect the changes yet - traffic_ctl config status show "current",
reload seems skipped. so user may need to wait for the detection.
this happens if config file are generated by programs since the reload is immediately.

2) for included config files, such as .include from remap.config,
if included files changes, TS still seems configuration as current
