Trafficserver proxying PURGE request when cache is turned off

    Description

      Trafficserver supports HTTP PURGE (a custom method) to delete objects from cache on a specific cache instance. Unlike HTTP DELETE, PURGE shall never be forwarded/proxy'ed upstream.

      Currently, it seems that, when cache is turned off, PURGE is being forwarded upstream, which is incorrect.
