My assumption had been that setting e.g.

CONFIG proxy.config.spdy.initial_window_size_in INT 1048576

would increase the Send Window as reported by e.g. Chrome. But alas, it does not. briang sent me some patches to fix this, but that also seems to run into another issue where configurations are not loaded properly for SPD. Still investigating.
