[TS-2443] cache.config isn't suitable for forward caching

Description

Use ats for forward caching.
Many objects' header have not cache control information.
So I use ttl-in-cache to forced to control cache,but ttl-in-cache will cause many problems when using forward cacheing.
Like range object will be cached as a intact object for next time request.
