[TS-1270] why can't we force local cache in clustering mode?

Description

in cluster type 1, all content will be hashed in side cluster, you can not cache some very hot content locally, we definitely need a more short way to avoid the latency & bandwidth or some very hot content may destroy the whole cluster.
