[TRAFODION-2932] ConnectionTimeout value for jdbc can't lager than 32768

Description

The type of connectionTimeout is short in mxosrvr, while it's int in jdbc, so if users give a lager value than 32768, there may throw connection time out exception, or some other abnormal  phenomenons
