[TOMEE-2415] Major .PDF files on page can't be reached

Description

It seems that .PDF files available for download are generated automatically but major of these .PDF files are not available (like 90% of website).

When user hit "Download as PDF" then following page content is displayed:

The requested URL /tomee-8.0/docs/docs.pdf was not found on this server.
