[TOMEE-2313] tomee-webapp archetype not working with tomee 8.0.0-M1

Description

After creating a maven project using tomee-webapp archetype 8.0.0-M1, then the generated project doesn't build because of the lack of surefire and openjpa version numbers.

Attached file [scenario.log] contains the steps to reproduce the issue.
