[TOMAHAWK-376] jscookmenu js error and 404 for A<URL>

Description

If you build simple.war and click on 'jscookmenu' from the home page, you will notice the following:

1.) there are two menu items to "Home"
2.) there are js errors "Expecting ']' on line 107, char 121
3.) the menu item to the MyFaces Home page takes you to the URL ahttp://myfaces.apache.org/ (notive prepended 'a') .

There needs to be some way to determine if the nav item is an absolute URL in HtmlJSCookMenuRenderer.encodeNavigationMenuItems , right before actionStr.append(":A");

BTW, what is @itemValue ?

Also, jscookmenu.jsp still has the RSS ticker 404 discussed in http://issues.apache.org/jira/browse/MYFACES-840 .
