[TOBAGO-1931] TobagoBundle class doesn't work correctly

Description

Seems, the locale will be used from System, not from the users request (or viewRoot.locale).

But changing the settings with "-Duser.country=US -Duser.language=en" has no effect (in my first tests with mvn jetty:run)

Needs to be reimplemented!

• The API of the utilities will be changed
• The support of XML-properties files will be discontinued
