Re-Add the version of Tobago to the resources URL to avoid caching when updating Tobago

    Description

      In Tobago 2.0 the version of Tobago was put in the URL of the resources. This was managed by the ResourceManager, which is not part of Tobago 3.
      So, we need a replacement to cover this feature.
