z-index calculation needed

    Description

      We need a z-index calculation strategie.

      Currently popups are rendered with z-index = 3, this results in unexpected views if nested popups are used. (TOBAGO-133)
      menues are rendred at higher levels, they are rendered always infront of all popups.
