Description

1. Should the mime-type of the dtd documents retrieved from apache.org have= the type "application/xml-dtd" as per http://www.ietf.org/rfc/rfc3023.txt
2. Should the DTDs begin with xml tag like <?xml version="1.0" encoding="UTF-8" ?> like other dtds? Ex. http://ibatis.apache.org/dtd/sql-map-2.dtd
