Major Description
Looks like jai-imageio-core from github (https://github.com/jai-imageio/jai-imageio-core) which we depend on with test scope is Apache compatible.
Note that is a fork from the original Jai project which is referenced by PDFBox. The github fork has extracted jpeg2000 and other code with license issues to a diferent project.
Let's remove test scope from jai-imageio-core dependency, so we will provide support for tiff and other image formats (except jpeg2000) out of the box.
