[THRIFT-5116] Ubuntu xenial NodeJS 6.x is too old, 10.x required

Description

To solve a number of security audits, Javascript dependencies have been updated in f8b3698ab49. However the update of jsdoc seems to break the build with error "TypeError: fs.copyFileSync is not a function" that supposedly is fixed in NodeJS 8.11.1.

Since NodeJS 8.x is EOL as of January 2020, the currently oldest supported NodeJS is 10.x.
