Fix python THttpServer to honor correct oneway reply semantics

    Description

      The THttpServer class holds the transport level reply until the RPC is complete. This is acceptable for roundtrip requests, but not for oneway requests. With a oneway request the HTTP transport should immediately respond with a simple OK response.
