Update dlang deimos for OpenSSL 1.1 (use 1.1.0h tagged release instead of master)

The upstream deimos for openssl has a release tag for a 1.1 compatible release:

Update the build environment and/or dependencies in project files to consume it (or later) on bionic, and stay at the previous tagged release for OpenSSL 1.0 on xenial.
