Fix D test scripts

    Description

      D integration scripts and its accompanied Makefile.am had following problems:

      • lack of executable permissions
      • flaky build order induced by .pem generation
      • wrong assumption for current working directory

      They are only enabled when OpenSSL and Libevent D modules are available.
