[TEZ-792] Default staging path should have user name

Description

Current default is "/tmp/tez/staging"
In a multi-tenant environment, only the first user will create the directory. The subsequent users will be unable to write to this directory due to permission and will ultimately fail the job.

This JIRA is to modify the default directory from /tmp/tez/staging to something like /tmp/tez-joe/staging.
