Description

A tiny oversight, but the impact is at least "minor".

The commons-text landing page has a link to Release Notes (https://commons.apache.org/proper/commons-text/RELEASE-NOTES.txt), which, as of 11am Pacific Time on 2020-07-28, still has not been updated past 1.8.
