Upgrading Traffic Ops via yum, goose is failing to execute

    Description

      When upgrading to Traffic Ops 2.1.0-6027.a62b5f9f.el7 via yum on Centos 7.2 the upgrade fails to run goose as per:

      -bash-4.2$ sudo yum upgrade traffic_ops
