Description
Want to be able to have the server admin control whether the server accepts new workflows. Distinct from users being able to access already running workflow instances. Provides crude way to manage demand.
If there is a configuration file, it would be useful to be able to reread it when the server is told to start listening for new work again as this would allow for reconfiguration without needing to shut the server down.
