Description
Would be nice to have a metadata-based scheme for service selection. Services can be described somewhere with metadata (e.g., operation details, legal location, price, estimated reliability) and a query (SPARQL?) used to pick a service that matches some functional and non-functional characteristics.
Query needs to be able to return multiple results so that a failure in submission does not prevent choosing another alternative. (It is a general property of distributed systems that one cannot reliably detect whether a service is down before submission.)
