    Description

      Want to support executing Taverna Server on a cluster.

      Front end manager service spins up back end executor instances. Note that time to spin up a back-end node might be significant (queue times can matter, some back-ends are slow; Amazon EC2 can take 5-10 minutes to spin up a node at peak times) so an asynch mechanism for doing the spin-up is necessary.
