[TAPESTRY-2440] The quickstart archetype should enable debug logging (by default) for the new application

Description

Once the application is somewhat stable, the developers can explicilty reduce logging back to info. Note that I mean the root logger should be info, but there should be a log4j.category for the root package to log at debug.
