Description

Messages formatted by org.apache.tapestry.ioc.Messages#format are not localized properly when the default locale does not match the locale of the current thread.

This is due to org.apache.tapestry.ioc.internal.util.MessageFormatterImpl using a version of String#format that uses the default locale instead of the current thread's locale.
