Description

Was just reading the releases FAQ:

http://apache.org/dev/release.html#distributing-code-under-several-licenses

And it specifically states that when a release includes multiple artifacts with multiple licenses, the licenses should be combined in a single file.

In several places, we have several LICENSE files rather than a single rolled-up license.
