[TAPESTRY-1133] TitlePane component with nested div acts irregularly in IE 7

Description

Div seems to hide itself when container is open and show itself when container is closing. Seems to be OK in Opera and FireFox, but IE 7 exhibits this strange behaviour.

Another issue (which I discovered in making the test page) is that if the TitlePane is the only widget on the page, it fails to include tapestry.widget giving the error:
FATAL exception raised: symbol 'tapestry.widget' is not defined after loading '_package_.js'
