[TAP5-209] quickstart archetype should provide a sample page .properties file

Description

It would be nice if the Start.java file would be accompanied by a Start.properties file. Save people the trouble of creating the folder structure under src/main/resources. Also, for a newbie its a little confusing where the file goes (WEB-INF? With the .java file?, etc.)
