CSS rewriting doesn't handle all variations of the url() directive

    Description

      CSS rewriting expects the path inside the url() directive to be quoted, but quoting is actually optional and that case is not handled. This currently breaks some of the CSS in tapestry.css, which uses an unquoted url() for the Ajax spin icon.
