Description

Add support for Precedence operations of level 9 to 3 inclusive for scalar/bincell operations.

The basic issue is that compressed overlapping matrices, contain non specific values, therefore will operations that rely on specific values require decompression per default.

But we can exploit the structure for some of these operations.

Levels are as follows:

9: <= > >=
8: == !=
7: &
6: ^
5: |
4: &&
3: ||
