[SYNCOPE-1462] Requests list is not refreshed if empty

Description

1. Login to admin console as admin
2. Create a BPMN definiton for an User Request.
3. Login to enduser as user that has no pending requests (in embedded as bellini for example).
4. From "Requests" step start a new request with "+" button.

You'll see that the requests list is not refreshed. It only refreshes with more than one request.
