Major Description
Even if no REALM_CREATE, REALM_UPDATE or REALM_DELETE entitlements are owned by the logged admin, the management tab is always shown by the Realms page.
This can be confusing for delegated administration, when the Realms page needs to be accessed for users, groups or any objects administration.
