Description

Doing an import of a directory tree to an empty repository with the 
command 'svn import http://servermachine/svnrepos . trunk' (without 
the -m option) caused the temporary file that was generated for the 
editor to be imported to (name was svn-commit.64416.00001.tmp)
Version of svn used was 0.14.5 (Revision 3566) on windows 2000.
Version of apache 2.0.43 on Windows 2000
