See this code in update_tests.py, update_missing():

  ### FIXME run_and_verify_update doesn't appear to understand 'Restored'

That pretty much says it all.  Philip Martin re-enabled this test in
revision 3006, and just commented out the above bits so that the test
would pass.  But in the long term, we need the test suite to
understand the "Restored" output.
