Shelving 1.10: Unable to shelve changes when using custom diff-cmd

    Description

      When the configured diff-cmd is a GUI that doesn't write diff output to stdout, "svn shelve" fails with "svn: E200009: No changes were shelved".

      We should change the Subversion code so that shelve always runs the internal
      diff.
