Description
We need to be able to control the deltification of a given revision administratively; this is even more important than it used to be, since M3 will probably start with deltification turned off, and then we'll deltify the old revisions later. Maybe should also be able to be fine-grained -- control a path within a revision. That would help, for example, in turning a release branch to fulltext before you announce it to Slashdot. :-)
