Checkout of svn:externals repo failure is not propagated or shown

    Description

      I have a repository, MyRepo. It contains a svn:external property which maps another repo on the same server via
      -r### ../../OtherRep OtherRepoStable

      At times on a host running in a VM I see the checkout of MyRepo works and then the SVN client starts checking out the OtherRepoStable and after a few minutes (it is a 4GB checkout) the checkout seems to hang, then after a minute+ it continues but, only checks out a few more files then returns saying it is at the Stable revision number.
      Looking at the file list there are MANY files missing.
      Looking at the OtherRepoStable dir all of the files and directories are locked.

      Clearly the error is not being reported properly from the externals checkout process.

      Evaluating the server logs show NO issues.
